Abstract:The digital-intelligent era is driving the transformation of talent models toward virtualization, with virtual talents emerging as a critical factor in addressing the supply-demand mismatch of physical talents in Hebei Province's high-end manufacturing sector and the pronounced Beijing—Tianjin agglomeration effect. Grounded in the context of coordinated development in the Beijing—Tianjin—Hebei region, this paper defines the connotation and four distinctive characteristics of virtual talents in Hebei's high-end manufacturing sector, employing grounded theory to establish development-agglomeration linkage mechanisms. It is found that the utilization of virtual talent in Hebei's high-end manufacturing industry is confronted with issues such as cognitive ambiguity, inefficient resource integration, superficial technical support, institutional coordination deficiencies, etc. It is considered that the root causes lie in outdated concepts, lack of platforms, technological weaknesses, and inadequate safeguards. Accordingly, the study proposes solutions such as establishing unified information platforms, formulating industrial guidance strategies, strengthening virtual team management, and improving incentive mechanisms, and enhancing the mechanism of Beijing—Tianjin—Hebei coordination. In this sense, this paper may provide theoretical references and practical support for Hebei's high-end manufacturing sector to break through talent bottlenecks and achieve digital-intelligent upgrades.
