Abstract:This paper takes Hebei's panel data from 2014 to 2023 as samples, and constructs an dual evaluation index system from the dimensions of digital economy and the high-quality manufacturing development, that is, the dimension of foundation, industry, and integration as well as the dimension of efficiency, innovation, coordination, openness, and green growth. In this vein, this paper expects to explore the coupling and coordination level and evolution features of the digital economy and high-quality manufacturing development in Hebei Province, thus systematically identifying and deconstructing the key restrictive factors that hinder the deep integration of digital economy and the high-quality development of Hebei's manufacturing industry. Accordingly, this paper uses the entropy method to measure the development index of the two systems, evaluates their coordination development level from 2014 to 2023 through a modified coupling coordination degree model, and identifies the main restrictive factors with the obstacle degree model. It is found that there is a steady upward trend in term of the coordination level. Besides there is a leap from severe imbalance in 2014 to good coordination in 2023 in terms of coupling coordination degree, with significantly enhanced coordinated development efficiency. It is also observed that per capita total telecommunications business and the upgrading of industrial structure are the main obstacles to high-quality coordinated development. Therefore, this paper proposes suggestions such as strengthening precise policy guidance, constructing a progressive guarantee system for coupling coordination, and implementing a strategy of targeted breakthrough for weaknesses. In this way, this paper expects to further the coordination of digital economy and high-quality manufacturing development and build a regional modern industrial system in Hebei.
