Abstract:As an important part of China’s economic system, the private economy plays an irreplaceable role in economic growth, employment, and technological innovation. The Central Committee of the Communist Party of China has repeatedly emphasized the need to earnestly implement the policy measures to promote the development of the private economy. However, there are many problems in the process of policy implementation, such as market access restrictions, difficulties and high costs in financing, ineffective implementation of tax and fee reduction policies, "one-size-fits-all" approaches in policy enforcement, frequent issues in law enforcement and regulatory oversight, as well as the prevalence of the "Four Disorderly" phenomena—arbitrary inspections, arbitrary fines, arbitrary shutdowns, and arbitrary suspensions—which seriously damage the legitimate rights and interests of private enterprises. The root causes of these problems lie in the insufficient ideological understanding of some local governments, interest games among regions or departments, weak policy implementation capabilities in certain local governments, structural flaws in the financial system, and incomplete mechanisms for supervision and evaluation. To solve these problems, it is necessary to further improve ideological awareness, optimize the policy implementation environment, enhance policy enforcement capacity, improve institutional mechanisms, strengthen communication between the government and enterprises, deepen financial system reform, and carry out focused rectification of the "Four Disorderly" phenomena, thereby protecting the legitimate rights and interests of private enterprises and private entrepreneurs in accordance with the law. The central government, local governments, and departments at all levels should work together in a coordinated manner to implement relief measures, improve policy precision, and promote the high-quality development of the private economy.
